Parish Council – Roles and Responsibilities
Thurlestone Parish Council (TPC) represents the villages of Thurlestone, West Buckland and Bantham. It is part of the local government structure of Devon in conjunction with South Hams District Council (SHDC) and Devon County Council (DCC). We work closely with both to promote villagers’ interests, to represent their views and to resolve their concerns. TPC raises money – the Precept – which forms a small part of the council tax paid by each household and which pays for the services we undertake on behalf of the parish.
Thurlestone Parish Council is responsible for: all aspects of the Neighbourhood Plan, including planning applications, heritage, street furniture, the DAAT landing site, and community housing; Island View play area; the public toilets in Thurlestone; the War Memorial and cobbled road; all parish footpaths; grass cutting and verges; general maintenance and upkeep of the villages.
Local Councillor – Specific Roles:
- Planning and Neighbourhood Plan – Cllr Stone
- Water/Electric Meter Readings – Cllr Lewis
- Footpaths – Cllr David Smyth
- Parish Hall liaison – Cllr Stone
- Climate Related – Cllr Hodges
- Police Liaison – Cllr Smyth/Parish Clerk
- Roads and Snow Wardens – Cllr Palmer
- School Liaison – Cllr Hadaway
- GDPR Officer – Parish Clerk
- Friends of Thurlestone Church – Cllr Hodges

District County Council (DCC) is responsible for highways, footpaths, flood measures, public rights of way, education, libraries, social services and strategic planning.
South Hams District Council (SHDC) is responsible for housing, local planning, environmental health and refuse collection. It also has responsibility for most of the village’s playing fields and open spaces.
